Sorry for the late response, but I'm quite busy lately.
It's a nice idea (mostly because I came up with it in January 1999:-)
and it's something that can be made to work quite
well if you have the time to test it and get feedback from blind users.
You can check the module gspeech in the gnome cvs repository: it
already does that in a configurable manner and has also an
abstraction layer for speech servers...
You're welcome to contribute, of course.
