Ok,
Linuxconf does allow you to add privileges to normal users. It is actually well done. For some reason however, the stock RedHat linuxconf won't do that.
If you get it from linuxconf's web site, it will allow you to change some user's privilege's, so that user foo with uid something else would run it, then it was him for password (his not root). Now, if user foo tries to do something only root can because you decided so, then it will ask for root password.
Now, even with RedHat's stock linuxconf you can still use web-access and this way any user with enough linuxconf privileges can run it.
