The oracle provider generated by Libgda can of course be redistributed. Regarding the Oracle libs themseves, I doubt you can redistribute them, you should contact Oracle to see what the exact conditions might be.

Can you send me the list of the files in your oracle environment (using tree or ls -lR for example), along with the options passed to configure?
