I sujest another approach - to create a tab, only if we have any entry which starts with this letter.
This will let you to have as many languages, as you want - just encoding them in UTF...
Also, when you enter new contact, check, if already do have a tab for this letter and create one, if necessary.
That will also save space on a sidebar, which in case of Russian+English take too much space.

+Note that Evo fetches contacts asynchronously. Adding buttons while
+reading information (especially from remote LDAP server) would be
+awful. Imagine button changing its location when you move mouse
