Because it has nothing to resolve bug. You already know all about this
bug including (IMHO) how to fix it.

I don't know what you mean "part of all this". We are part of our life.
And yes, we have impression we live on another planet for application
developers. We constantly tell them: Take care of non-ascii,
non-iso88590-1 writing and non-English speaking people. But developers
constantly "steps on the one and the same rake" (russian saying).
