This is a recent regression somewhere in the stack with passwordless
root.  I suspect gnome-shell.

You can work around it by ctrl-alt-f2, log in as root there, then set a
root password.

(Probably we should have gnome-initial-setup add the user to the wheel
group or so instead of passwordless root)
