I just realized I fixed this a while back and didn't tell
anyone. So; here is how it now works:
If you have the 'tearoff' = [1/0] attribute set on your menu node,
you can fully control whether you get one or not.
Otherwise tearoffs are added in response to the global Gnome
tearoff preference.
Also; now when you do a
bonobo_window_add_popup
We insert a tearoff into the root menu shell if appropriate
following the above rules. Those who don't like tearoffs just need to add
tearoff="0" to any menu popup or otherwise that takes their fancy.
