Maybe you're looking at this from the wrong POV (accessability-wise). Take
for example a Word document. It may be rendered in a picture, which would
look largely like this (pardon my bad English ;)

Is this necessarily bad? I don't think so. A visually impaired person would-
n't see it anyway, but the screen reader would actually read those things
that ARE unreadable (for normal persons).
Even more, though I'm taking a wild guess since I don't know what the capa-
bilities of atk etc. are, I think we could use them in a way that benefits
all, like say, when you move your mouse over the preview, you get a zoomed-
in version of that document, which MAY actually be readable (sort of like
Enlightenments pager).
Just my 0.02 Euro (what good is an AZERTY keyboard when it doesn't have a
Euro symbol? :p)
