It seems to me that oaf is installed in a different prefix than

gnome-libs. If so, copy the $oaf_prefix/lib/oafConf.sh file to
$gnome_prefix/lib. Thus,
gnome-config will know about oaf.

Or maybe you don't have oaf-devel pakage installed?
