Toolbar ToggleItems and Pixmaps

Looking at the latest CVS, there appears to be no way to create a
toggleitem with a pixmap on a toolbar.  I would like to add this
capability, but wanted to inquire first if there was a reason this
shouldn't be done. 

I would prefer to alter the API to allow the specification of Pixmap
type and data in calls to "toolbar_new_toggleitem".  However, if that is
unsatisfactory, I could instead just alter "toolbar_new" to eliminate
the hardcoding of _NONE and NULL internally. 

I'm uncertain why this functionality goes out of it's way to block the
specification of pixmaps for togglebuttons.  Anyone have a problem with
me adding the capability?
