A normal profile doesn't stick around after a reboot. You want "disk"
to get the profile recreated at each boot. See

for more details. But more generally you don't have to create a
profile manually at all.

The way this is meant to work is that you "install" the .icc file in
~/.local/share/icc/ and then gnome-settings-daemon automatically does
CreateProfile for you every time you log in. That might be any easier
thing to handle if you don't mind depending on GNOME to do the heavy
lifting for you.
