You can file a bug against bugzilla.gnome.org in
http://bugzilla.gnome.org . It would require information about the code
location, maintainer email address in gnome bugzilla, and
(sub)components required.
However I don't know about the policy if you don't host your code in
GNOME and "just" are a gtk based project...
