I assumed they do not get spammed about minor changes, as everybody can
tweak his/her own 'email settings' in 'Account' on bugzilla.

this isn't mentioned in the triage guide; maybe someone can figure out
a good way to add it. Any volunteers?
I just added
"Please note that only changing severity and/or priority slightly may do
more fuss than good. It inherits an extra email to the maintainers and
consumes their precious time and attention. If other changes are done as
well then there is only little additional impact when changing severity
and/or priority."
to the 'What severity/priority should be set?' section. Other suggestions
are welcome.
