gnome-panel 2.9.2/3 menus problem

I'm trying to test latest version of gnome-panel from cvs (2.9.3).
Right-clicking on menus doesn't bring up options to add, modify or
delete main menu entries. I've installed gnome-menus. Are there more
prerequisites for menus modification, or is this a known bug ? Problem
seems to originate from gnome-panel 2.9.2.
