[ANNOUNCE] libchamplain 0.12.11

Hi everyone,

I've just made a new maintenance libchamplain release. This release features improved touch-screen support and adds the possibility to limit the pannable area of the map:

* Improved touch-screen support, pinch-to-zoom (Carlos Garnacho)

* Add champlain_view_set_world() to limit the world to the specified bounding

  box (Jonas Danielsson)
