Foundation library for XKB-related projects

Enhancements & Fixes
====================

The library is now buildable/compilable without XKB headers (though it does
not work in such a miserable environment). This change required some
modifications in the API/ABI, so the shared library has new interface id.
The library is proven to be buildable on Solaris. Some internal code
reorganization is performed.
