Why do you want to do this?
Presumably your accessibility application interacts with the user, and there
is a means by which the user can issue a command (for example, page-down) to
move the cursor on screen.
You can simulate key events with the accessibility API, so even if the user
can't physically operate a keyboard, you can still provide for keyboard input
by another means.
