New gnomegoal: port PyGTK apps to PyGI

Well, another storm from the gnome 3.0 revamp.
A new gnome goal appeared, about migrate apps using the static
bindings PyGTK to the new PyGI, based on gobject introspection.

accerciser, orca and others, are included in the apps to migrate [2]
The promise from here is that it wouldn't be too much work, but we all
know that this isn't the usual. Not sure about how to prioritize this.
