Ability to use programs with lower resolutions

Anyways, I was trying GNOME out the other day. The monitor has a resolution of
800x600 (it's set at this resolution so my mom can have an easier time
reading the screen). There were top and bottom panels. I opened Evolution to
find that the buttons at the bottom of the wizard were not visible (they did
not fit on the visible screen space). Certainly wouldn't have even had a
chance to be visible at any smaller resolution.

I'm still a bit afraid at the inability to resize some windows, as I believe
there may be some more cases like this throughout GNOME.
This is why I ask: are there any developer guidelines for the dimension
thresholds of a window that isn't resizable?
