No, 3.9 is now the latest release. It fixes important bugs that were present
in 3.8 and earlier versions, in particular a problem resulting from the use of
USB autosuspend in recent kernels, which prevented BRLTTY from establishing a
reliable connection to certain Baum displays over USB.
3.9 is what the distributions should be packaging.
