test-speech and theta driver

Hello,
I ran test-speech and selected the theta driver and received the following
messages:

Atempting to activate OAFIID:GNOME_Speech_SynthesisDriver_Theta:proto0.3.
Driver name: Theta GNOME Speech Driver
Driver version: 0.3
Synthesizer name: Cepstral Theta
Synthesizer Version: 2.3
No voices, bailing out.

I have frank installed and running.  Why can't the driver find it?
