theta_synthesis_driver question

Hello,
When running test-speech and selected theta_synthesis_driver I get
No voices, bailing out.

This comes from a call to get_voice_list.  I have cepstral theta running on
my system.  Where is the driving looking for the voices?

Also, how do I designate theta as the efault speech server?
