Accessibility wouldn't be the first menu-item.

The Applications menu wouldn't get any bigger (it's already quite long).

The impact on the Accessories menu would be reduced.

This might be appropriate if the applications don't need to be accessed frequently, as you suggested (since the tools can be turned on and off through a preferences app).
