Yes, either one can be used, in fact, ViaVoice will be used by default
if it's installed. If you install FreeTTS or ViaVoice after you've built
gnome-speech, which is required by Gnoeprnicus, you'll have to rebuild
gnome-speech so the build process detects ViaVoice.
FreeTTS is a bit more complicated. It requires j2sdk 1.4.1 installed, and
requires that the j2sdk1.4.1 versions of the java binaries are in your
path:
export PATH=/usr/java/j2sdk1.4.1/bin:$PATH
Then you have to tell it where the FreeTTS jar files are with the
--with-freetts-dir configuration option:
./autogen.sh --prefix=/opt;/gnome-2.4
--with-freetts-dir=/home/marc/FreeTTS/lib
That should get you started.
