The reason I ask is because with a quick glance; it looks like it provided
details on which patches to install in a certain order.

Did I misinterpret it's use?

I assume the order in which you apply Mandrake's patches to the gnome source
matters. Or does it?

The .spec file seems to indicate the order of patching; and I was unable to
find any other documentation on how which order the patches should be
installed.
