New draft of keyboard navigation document

Hi Folks:

I have uploaded a new draft of Calum's keyboard navigation proposals
to gnome.org:

I believe that Calum expects a "final" version of this document
sometime next week, along with some additional discussion about the
philosophy behind the proposals.  In the meantime, here is a
preview...

I really would like to thank Owen, Havoc, and others who have been
working to implement these proposals already, with your support I
believe that complete keyboard navigation capability is in reach for
Gnome 2.0.
