This is because the accessibility bus is not started by gnome-session. I

Do you use the latest at-spi2 and set the gconf keys to the right value
(/desktop/gnome/interface/accessibility is true
and /desktop/gnome/interface/at-spi-corba is false)?
I am not sure this is relative to the lack of the accessibility bus. You
can try the patch for
https://bugs.freedesktop.org/show_bug.cgi?id=26039 . gnome-session
should launch the bus after applying the patch.
