There are two requirements, I think.

1. Standard and working keyboard and mouse commands to launch Orca from gdm
prior to login. Orca must then remain active after login.

2. Configuration options to enable Orca to be launched automatically, by
default, from gdm without any "gestures" being necessary.

Preferably, there should be two text fields:

1. Login name
2. Password

The first could be a combo box with a list.
