Not that I'm aware of. We either get UNIX distributions to be more
permissive about sound by default, or a system administrator needs to
fix it in advance of users getting the system (as set forth in the bug
report you cite, or in the GNOME Accessibility Guide, or the Sun Java
Desktop System Release 3 Accessibility Guide).
