I think at-spi and gail should report object:selection-changed for all
objects that support the selection interface, as you said.  If
gnopernicus is only reporting such events for comboboxes, then I agree
that this doesn't seem right.  I also think gnopernicus should report
all selection-changed notifications that it receives, at least from
focussed widgets.
