Nautilus now handles this quite nicely for copying files-- the mouse
pointer changes to the 'busy' pointer, but no popup window appears for
the first 5 seconds.  If the operation completes within 5 seconds, a
completion message appears in the status bar.

If the operation hasn't completed by the end of that 5 seconds, only
then does a popup window appear with a progress bar, Cancel button, and
estimated completion time.  In this case, when the operation completes,
a completion message appears in the popup, and the Cancel button changes
to Close.
