I have not worked out what exactly is going on but I suspect that what is not
working is menu navigation rather than general keynav of an applet in a
different process. I suspect that the use of arrow keys, inside a GtkPlug in a
different process is being interpreted as focus movement in the panel rather
than menu navigation in the panel-menu-applet.
We will need to have another applet with menus, implemented in a different
process, before having to get to the bottpm of this/
