[g-a-devel]AtkValue on Scroll bars

Hi there,

	It seems there is no validation of this number done to crop it to the
bounds it supports - so it's possible to set the number to silly values
that mess up the scroll bar rendering ( it seems ).

	Can repeat in at-poke by fiddling with the Source pane's scroll values.
