I generally don't think the tooltip approach is the right way
to go (though it might be useful); Marc's suggestion that every meter is 
an AtkValue-implementing child sounds much more correct.

Mouse-based tooltip behavior is pretty unhelpful if you don't use the 
mouse, and is of no help at all with respect to the 
atk_object_get_description implementation which expects static tooltips 
I believe.

I think that for our initial work, if we implement AtkValue for the 
"meters" then we don't need this color-coded info, i.e. the info is 
secondary and non-essential to use of the app.
