I am failing to see this error, with a fresh checkout.  I checked out
gtk-doc and rebuilt that too, in case that it had changed in a way that
triggered your problem.

It's especially weird since I do have the file which is causing
the problem (index.sgml) which my 'make' is creating from a fresh
checkout.  Perhaps you tried "make dist" before "make" ?

(I don't recommend that)

BTW I just built a new dist for at-spi.
