I think there's a misunderstanding here.

No, at-spi-registryd is not installed in a directory which is in $PATH. 
It's very much executable however.  In accordance with requests from RE
regarding daemon processes and executables that are not ordinarily
intended for direct invocation by the user, we moved the binary to
libexec.  libexec isn't in the user's PATH, but of course we can specify
it in the bonobo-activation .server file.
