[g-a-devel]Accessibility for screenshooter applet

Hi,

As a part of providing accessibility to the Screenshooter applet
(cvs/gnome-applets/screenshooter) the following analysis were made:

I have seen three custom widgets present in the applet
1. gnome_about_new
2. gnome_file_entry_new
3. gnome_property_box_new

It seems when the libgnomeui library is made accessible all the three
widgets will be made accessible.
Tooltips are already provided for the two buttons appearing on the
panel.

This leaves us only to set relations between the components in the
screenshooter property dialog box.
