Dan Mueth is the one who made the decision to put these there and
knows for sure, but I will jump in in ignorance and speak on his
behalf by saying I think the argument was that putting them in
gnome-core ensured they always would be there, whereas putting them in
Nautilus with the rest of the help browser stuff would not.
