I'm not so sure it is - both are API-unstable libraries that are
mostly only used in programs whose developers have a close
relationship with the respective maintainers. Merging them now would
only inflict unnecessary churn on all of these projecs.
It's true that EEL and GAL solve a couple of the same problems, but
they serve their customers better as separate libraries for now.

I think the best approach is to gradually merge the more mature parts
of both libraries into the existing modules where they would make
sense over time. I can't speak for GAL, but EEL at least has code that
might someday be appropriate for glib, gtk+, libgnome(ui), libart,
gdk-pixbuf, gnome-vfs, libxml, etc.
On the other hand, some code in EEL might become deprecated once we
all move to Gtk 2, which will provide support for antialiased text in
a much saner way, for instance.
