Evolution is developed against the GNOME 1.4 platform, and there have
been 11 releases over the past year or so. It's not at 1.0 yet, but most
GNOME apps aren't. And you could argue that some that claim to be 1.0
aren't of "1.0 quality."

Well, there have been several releases in the past, and 1.0 is planned
for sometime this year, so I dunno why you are making this assertion.
