Owen, I really hope, that this(release of gtk 1.2.10) will happen before
Gnome 1.4 release date... 

I don't think that stepping back to 1.2.8 for Gnome is an option, but releasing
Gnome with i18n broken 1.2.9 is much worse...

So, please, please - make a release :)
