To make it clearer, generating gtk1 projects does work? You might try to 
look which m4 file is generating the wrong ltconfig call in configure 
and which packet it belongs to.

I have _never_ seen this error, and I have no idea. But the problem 
should manifest for _any_ program you autogen. Perhaps you should ask on 
a BSD or libtool/autoconf specific mailing list.

Looks like an autoconf macro is passing wrong arguments to ltconfig.
