It's a long shot, but have you booted once with the tablet unplugged?

It sounds like a problem between the driver and the OS.

Make sure the tablet is connected to the computer before you start
GIMP.

It should then appear in Edit/Input Devices.  If so, set the stylus and
the tablet to Screen mode (or Window, if you prefer) instead of
Disabled.

Then, in tool options for the paintbrush, scroll down to Paint Dynamics
and choose (to begin with) one of the presets such as Pressure.
