[Gimp-user] off line help gimp 2.10.12

hi i am trying to load the off line help files to gimp 2.10.12 on windows 10 .i
have downloaded the file gimp-help-2.10.0 tar.bz2 .I have unzipped the file but
i dont know how to install it
any advice
