[Gimp-user] Rotation resets upon leaving tool

After importing a multi-page PDF, I used the Rotate tool "Shift+R" and dragged
the page to the desired angle of rotation and clicked "Rotate".  Everything
looked great.

Upon closing the Rotate tool dialog box, the page returns to the original
rotation.

Odd thing is that by reloading the Rotate tool with "Shift+R" the desired
rotation is still applied.

How do I get this rotation to stick so that the document can be Exported?
