I use (k)ubuntu as well, which will open a jp2 but there is no export. That
applies to Gimp 2.8 and Gimp 2.10 at present.

There is old code around for a load/save jpeg2000 plugin but I can not compile
it, too many errors. Your best bet for converting a file from Gimp to jp2 is
still XnViewMP. There is a linux appimage that works.

To me it looks like jpeg2000 abandoned in favour of newer formats such as webp
