* Select by color

* Edit>Copy,

* Edit>Paste (produces a "Floating selection" layer),

* Layer>To new layer (makes the "Floating selection" a plain layer

These last three operation, with the usual keyboard shortcuts: Ctrl-C,
Ctrl-V, Ctrl-Shift-N
