GIMP should be fine for this - see https://www.gimp.org/docs/userfaq.html .
Note that it is both gratis and
https://en.wikipedia.org/wiki/Free_and_open-source_software so it won't hurt to
try it. You can also try https://inkscape.org/en/ and https://krita.org/en/ ,
which are good for different tasks.
