[Gimp-user] can't resize vertical dimension of gimp

When I start gimp the window gimp is in is too large in the vertical and I
cannot resize it. The lowest part of that window is buried behind my panel (even
if I hide the panel). Shrinking the horizontal dimension works fine but all
attempts to diminish the vertical dimension fail.  See attached screenshot.
