This is a common problem, been this way for a long time, and 
re-installing over-and-over never fixes anything

Easiest solution:

Go to C:\Program Files\GIMP 2\share\gimp\2.0\help\en_GB

Rename the en_GB to en

Start Gimp, check in Edit -> Preferences -> Help System


Do I follow the same procedure regardless of language version?
